  •                               -  Select members from your existing charter roster,
  •                               -  Promote members from another unit,
  •                               -  Add new members,
  •                               -  Update member information, and
  •                               -  Print a summary of costs associated with the new charter.

                                Before beginning Internet Rechartering, collect all member information, including new
                                member applications with the appropriate signatures, all 3 PA State Clearances and Youth
                                Protection Certificates. To complete the process, you must be connected to a printer to
                                print the final report for signature.

Step By Step Rechartering Instructions


Internet Rechartering is a web-based application that lets you process your charter renewal online! With Internet  Rechartering, you can indicate returning members, add new members, and update information for an individual or the chartered organization yourself-which ensures that it will be correct and you can do it from your home or office anytime that it's convenient for you.

Paper Rechartering is the traditional process which uses the printed roster in your charter renewal packet. The Paper Rechartering process is very simple and is meant for those individuals who may not be as comfortable with the computer. With this process all data entry is done by council staff.

Get Ready for Rechartering 

  • Assign someone in your unit to be in charge of Rechartering. This person is called the "Recharter Processor.
  • Pick up your Charter Renewal Packet, they will be available at upcoming Roundtables or you may schedule a time to meet with your District Executive to pick up and review the packet.
  • Visit the online tutorial to become familiar with the overall process for Internet Recharter.
  • Review the information under the Help section including overview, step by step procedures and tips for using Internet Rechartering.
  • Make sure your roster is as up to date as possible.
  • Gather completed adult applications for all adults that you will add to your unit during the Rechartering process, as well as all 3 PA State Clearances and Youth Protection Training Certificates for each adult.
  • Gather completed youth applications for all scouts that you will add to your unit during the Rechartering process.

To Renew your Charter Online

  • As early as November 1st, the renewal processor clicks Recharter Now above and begins the process, using the access code provided on the charter renewal packet.
  • When the online process is completed, the renewal processor prints the completed charter renewal application.
  • Bring the application along with the material you received in your recharter packet, any new Adult and / or Youth applications, Clearances and Youth Protection Certificates and all appropriate fees to Chester County Council.

To Renew your Charter by Paper

  • Review the printed roster in your charter renewal packet, making all necessary changes.
  • Bring the charter renewal roster, any new Adult and / or Youth applications, Clearances, YPT Certificates and all appropriate fees to Chester County Council.

These are the main points for 2019-2020:

  • Fees for registration, Boys' Life and insurances are as follows: 
    • $69 for youth members in Cub Scouts, Scouts BSA, Venturing and Sea Scouts (includes $9 insurance fee)
    • $45 for youth members in Exploring (includes $9 insurance fee)
    • $45 for adult members (includes $9 insurance fee)
    • $60 for unit charter fee
    • $12 Boy's Life
  • No registration fees will be collected for LDS units. The LDS Church will pay fees directly to National on behalf of its wards.
  • CCCBSA requires all direct contact unit leaders (CM, SM, VC, NL, SK, DL, WL and all assistants to these positions) and committee chairs (CC) to have completed BSA required basic training for their position prior to recharter. Exceptions for those newly registered to their position (less than 12 months) should be discussed with your commissioner staff.
  • CCCBSA requires that all leaders being rechartered have Youth Protection Training (YPT) valid through the end of their registration period (i.e. December 31, 2018.) This will effectively require all registered adults to take YPT at some point each calendar year. (Units can also run this training using BSA supplied videos at a leader meeting.)
  • PA Mandated Background Checks/Waivers – In order to recharter, all registered adults need them. For more information, see cccbsa.org/PABackgroundChecks.
